Traffic Stop Leads to 3-Year Prison Sentence For Rochester Man

Rochester, MN (KROC-AM News) - A repeat Rochester drug offender is headed to prison for his latest conviction.

Forty-six-year-old Bol Slim Chhoun was sentenced this week in Olmsted County court for a felony conviction stemming from a traffic stop in southeast Rochester in October 2023. The criminal complaint states that the arresting officer witnessed the Rochester man driving with expired registration and suspected that he was under the influence.

Meth, Scale, and Ledger Found by Police

According to the court document, the officer noticed a bulge in Chhoun's pocket as he was exiting the vehicle and later discovered it was a box containing several grams of methamphetamine, a digital scale, and a variety of drug paraphernalia. That led to a search of the vehicle, during which the officer found nearly 30 grams of methamphetamine in the glove compartment.

While he was being processed into the Olmsted County jail, the criminal complaint says a piece of paper was found in his possession listing names and monetary amounts. Investigators indicated they suspected it was a drug ledger.

Plea Agreement

Chhoun was charged with first-degree drug sales, second-degree drug possession, and misdemeanor DWI. Last summer, he entered into a plea agreement and admitted to the second-degree drug possession charge in exchange for the dismissal of the other charges.

Chhoun was given a three-year prison sentence. He received credit for 30 days already served in jail.

Previous Conviction

He was previously convicted of second-degree drug possession in 2019 in a case involving allegations of methamphetamine sales to a police informant. That conviction led to a sentence of 10 years on probation.
