Winona County Sheriff Ron Ganrude says the incident began in La Crescent, went as far west as Eyota and ended between the Winona and Rushford exits.
I-90 was shutdown in both directions between the two interchanges for more than an hour.

Ganrude says the La Crescent Police Department responded to the report of a stolen white pick-up from a Kwik Trip in the city shortly after 7:20 a.m.
A responding officer spotted the vehicle traveling north on Hwy. 61 but lost sight of it as it traveled into Winona County. A Winona County Sheriff’s Deputy, who was informed of the stolen vehicle call, spotted the pick-up traveling west on Interstate 90, Granrude said.
A Minnesota State Trooper then saw the pick-up continuing westbound on the interstate near the St. Charles exit. A St. Charles Police Officer, also stationed on the interstate, joined the deputy and trooper in the pursuit, which continued west into Olmsted County, according to Ganrude.
The pick-up then made a U-turn in Eyota and began accelerating east on I-90. Ganrude said law enforcement deployed stop sticks three times and successfully punctured the pick-up’s tires.
The tires shredded and wheels began overheating, which caused them to lock up and stop the vehicle near the Rushford exit. Ganrude said the suspect refused to exit and follow law enforcement commands.
Authorities then deployed pepperballs into the pick-up cab, which flushed the suspect out of the vehicle.
Ganrude identified the suspected vehicle thief as 44-year-old Matthew Richard Davis of La Crescent. He said Davis was brought to the Winona County Jail and will be transferred to the Houston County Jail Monday afternoon.
Ganrude says Davis will likely face charges in Houston County.
