The dealership, which is not named in the complaint, is located in southeast Rochester. Staff told officers an unknown man had driven off in a 2013 Chevrolet Impala without permission from the dealership.
The vehicle has a GPS and law enforcement used the tracking system to locate the vehicle in downtown Rochester, the court document says.
An Olmsted County Sheriff’s Deputy then went to the location and found the driver, identified as 32-year-old Alexander Michael Carter, the complaint states.
Carter told the deputy he was taking the vehicle on a test drive and that the dealership gave him permission to take it.
