Jonna Kojo Armartey was charged Monday in Dakota County, and his bail was set at $2 million with conditions, $1.5 million without. The 36-year-old Eagan man faces two counts of second-degree murder, not premeditated, in connection to a fatal hit-and-run crash that killed two people last week.

The criminal complaint shows that officers were called to the 2000 block of Silver Bell Road in Eagan around 9:51 p.m. Someone had reported two people lying in a parking lot, bleeding and gasping for air. They were identified 74-year-old Roger Peterson and 58-year-old Diane Peterson.

They were transported to Regions Hospital but pronounced dead. When the officers got to that location they found a minivan with front end damage, the majority of the windshield cracked and a cell phone wedged under the passenger sight windshield wiper that reportedly belonged to Diane Peterson. Prescription bottles in Armitay's name were found in the van.

Witnesses placed the van at the scene, said that it appeared to be following the two before they were struck. Witnesses reported the van was at a restaurant short distance away.  Armitartey reported purchased the van from a third party during the winter.

As the complaint continues it states that Armartey was reportedly ejected from an apartment near where the incident occurred after a fight with his family the day before, and was seen placing the items in the same mini-van that was allegedly involved in the crash.

He was reportedly at a hotel in Apple Valley Friday and was taken into custody. during the interview following his arrest, Armey said he saw the Petersons, and they "freaked him out," so he ran them over.

His next court appearance is scheduled for July 12.
